Dr. Kelley has her Bachelor's degree in animal behavioral psychology, a Master's Degree in Information Science from Emory University in Atlanta, Georgia, and a Ph.D in Higher Education Administration from the University of Maryland, College Park. In her professional life she is Assistant Vice President for Information and Library Services and Executive Director of the Center for Intellectual Property and Copyright in the Digital Environment at the University of Maryland University College(UMUC). Dr. Kelley is also a member of the faculty in the Computer Systems Management Department. Prior to coming to UMUC, she was the Chief Librarian for the Museum Support Center at the Smithsonian Institution and Head of Reference and Collection Development for the Engineering and Psychology Libraries of Columbia University in the City of New York. She has published on the use of technology in libraries and is a frequent speaker on the use of the Internet, WWW, distance education, intellectual property, and libraries.
